I tried downloading harbor city from this site but in shows up as a document in my downloads can anyone help me?

can you guys recommend any mods or sites I can find good north American mods? thanks for all the help

the only mods that work are los Angeles and London mod. I've tried others like west coast Canadian and borough of Brooklyn, and harbor city all with no luck.

I have EM4 on steam and have tried to download several mods. Every time I try with certain mods it says they are a invalid package. How do I fix this? any help is appreciated.
