does anybody know what software they use to make buildings ?

My guess is that its a panic button

i have recently started making a mod for the uk and i want to use a script like you see in the LA mod to allow vehicles to spawn at the police station and fire station at the start of the game and be able to park there also if anybody could help i would really appreciate it
