try scanning for malware. i researched the error on some other forums and people had this problem and it was caused by a virus/malware.

If you have the steam version you can try verifying cache by right clicking onto the game > properties> local files > verify integrity of game cache. it checks whether the files are ok and will redownload any wrong ones
