1 F201 with 1 doctor and 2 paramedics
1 F104 with 2 Firefighters with oxygen mask

Mission Solution:

Send the F104 in front of the building to extinguish immediatly, now let the 2 firefighters enter the building and get the two (2) victims out of it.
Let the doctors heal the victims and send them back to base.
